The International Organization for Standardization (ISO) Environmental Management standards were developed by dedicated men and women from around the world who recognized the need for a new model of environmental management-a shift from the view that environmental issues are a drain on profits to a realization that profitability and environmental protection are intertwined. The holistic approach to environmental management embodied in ISO 14001 has the potential for moving the global community toward economic development that is sustainable and restorative. The ISO 14001 standard is a common-sense approach to managing environmental issues that integrates management controls into media-specific problems. Its principles can be adopted by large, small, and medium-sized organizations throughout the world to improve their effectiveness and efficiency, not just in the management of environmental issues, but throughout their operations. The goal of this book is to build on the work of the ISO committees and to provide useful information to anyone who wants to consider developing an Environmental Management System (EMS) under the guidelines of the ISO 14000 standards. The intention is not to teach environmental issues but to provide a practical guide around which the systems that make up the standard can be developed. This book is not a substitute for the standards, and those wanting to develop and implement an EMS are strongly encouraged to obtain a copy from the ISO or from sponsors of the standard for the country in which they do business. The book is divided into four parts that explain the sections of the standard and take the reader from writing a policy statement through continual improvement. The appendixes contain examples of an environmental management policy manual, procedures related to the standard, and checklists to help evaluate the status of planning and implementation activities. Additional examples of documentation-flowcharts, procedures, and records-are contained in the body of the book. Part 1 provides an overview of the standards. Part 2 gives instructions on how to write a policy statement, analyze and chart processes, and write and organize documentation, implementation issues, and operational controls. Part 3 focuses on the elements needed to continually improve the EMS-quality assurance/quality control, corrective and preventive actions, management review and continual improvement, tools for problem solving, auditing, and the selection of auditors. The last chapter in this section provides an overview of the American Industrial Hygiene Association's draft standard for an occupational health and safety management system. Part 4 provides an overview of the regulatory framework in the U.S. and highlights factors to consider when preparing for regulatory compliance audits of selected topics. Although this part of the book is targeted to audiences in the U.S., it contains information useful to others.
