Environmental policy implementation in developing countries faces a number of institutional obstacles. Using the case of protected areas and tourism development in the state of Bahia in northeastern Brazil, Jose Antonio Puppim de Oliveira explores how economic development interests tend to have a higher priority on most governments' agendas in developing countries. Government agencies often fail to implement environmental protection policies mainly because they lack political support, have insufficient resources, have underdeveloped institutional capacity, and tend to overlook the importance of cooperation at the local level. Puppim de Oliveira explains how this trend may be reversed by decentralizing policy implementation into the hands of development-oriented agencies. To make the process work, central authorities should offer incentives to ensure increased attention to environmental protection objectives in the development process. At the same time, an independent body with oversight authority should be in place to prevent development agencies from neglecting environmental concerns.

this book is an essential contribution on environmental policy literature... one that should be read and analyzed by policymakers, researchers, social scientists and students involved on environmental issues.

if someone is involved and/or concerned on this matter (especially in developing countries) MUST check it.
Nowadays, conflicts among local communities and international companies oriented to mining activities, agriculture, forestry, etc. are a common problem on developing countries of Latin America (Peru, Bolivia, among others), Africa, S.E. Asia, etc.
thus, people involved on this issue will find theoretical basis and a clear example about how to deal simultaneously with local, national and global aims (poverty reduction, economic growth, and environmental protection at the same time)

Puppim de Oliveira provides evidence which demonstrate the feasibility of combining succesfully pro-growth policies with sustainable development discourse. it helps to deal with one of the biggest dilemmas on developing countries: economic growth versus environmental protection.

In my personal case the book of Puppim de Oliveira was the core of my literature review on my master thesis !!! i analyzed environmental issues (air pollution) on developing countries. then, the orientation of this book made the difference with other books (usually, literature originated on industrialized countries don't take into account multiple problems that affect developing countries which must be included on the analysis and the solution of environmental problems)

... definitively a book to add to your collection...
