About the Author

Manmohan Malhoutra is a former member of the board of directors of International IDEA and the Indian Administrative Service and has served in the secretariat of Prime Minister Indira Gandhi. A former assistant secretary general of the commonwealth, he is currently the secretary general of the Rajiv Gandhi Foundation.
