In order to respond to the information needs of the public, especially since the Three Mile Island and Chernobyl accidents, most OECD countries operating a nuclear energy program are striving to promote their nuclear regulatory organisation and to publicise its licensing and inspection system for nuclear facilities. The goal of that system is mainly to ensure that the safety of the facilities contributes efficiently to the protection of the health of the workers and the population, as well as the environment. Those organizations have also developed public information policies concerning nuclear incidents and accidents, the level of risk involved, and the appropriate emergency measures. The need for information, in this respect, is particularly clear in Central and Eastern European countries and in the New Independent States of the former USSR where efforts to introduce a genuine nuclear safety culture hinge on competent and independent regulatory authorities. This publication contains the proceedings of an international seminar organized by the OECD Nuclear Energy Agency.
