About the Author

Avi Ofrane is the president of The Billing College. Mr. Ofrane founded The Billing College in 1996, addressing the converging market trends associated with telecommunications Billing and Customer Care. The Billing College is a spin-off company of Mr. Ofrane’s technology consulting company, Jupiter Data, Inc., established in 1990. Mr. Ofrane started The Billing College to focus exclusively on Billing and Customer Care education. He is currently President and CEO, as well as a master instructor of the company’s courses. Mr. Ofrane began his career in 1977 as an analyst with the IBM Corporation, designing and implementing manufacturing systems. Throughout his extensive career, Mr. Ofrane has been involved in all aspects of the industry, including strategic planning, RFP processing, vendor evaluation and selection, business process engineering, business/systems analyses, project management, implementation, operations, quality assurance, and executive management. Since 1982, Mr. Ofrane has concentrated exclusively on the telecommunications industry, in which he is now a recognized expert in Billing and Customer Care. Drawing from his broad expertise, Mr. Ofrane lectures extensively in the US and in Europe on Billing and Customer Care issues, strategies, methodologies, and practices. He is a frequent speaker at major conferences, and is currently co-authoring a new book on these topics. Mr. Ofrane holds a BS, Computer Science, from Pennsylvania State University.

Mr. Harte has over 29 years of experience in the electronics industry including company leadership, product management, development, marketing, design, and testing of telecommunications (cellular), radar, and microwave systems. He has been issued patents relating to cellular technology. He has authored over 75 articles on related subjects and has been a speaker and panel moderator at industry trade events. Mr. Harte earned executive MBA at Wake Forest University and received his Bachelors degree from University of the State of New York. During the TDMA digital cellular standard development process, Mr. Harte served as an editor and voting company representative for the Telecommunications Industries Association (TIA) TR45.3, digital cellular standards committee. As of 2003, Mr. Harte had authored and co-authored over 20 books relating to telecommunications technology. He has served as a consultant and expert witness for leading companies including Ericsson, Siemens, VLSI, AMD, Casio, Samsung, Sony, ATT, Nokia, Hughes and many others.

The Editorial review claims "This chapter .. Provides the fundamentals for billing and customer service systems."

I bought the book expecting to see something more than the widely available "definitions" for subjects such as EMI, CIBER, AMA, IS-124, which I could find on Google. Instead that is what I got, One-paragraph definitions. There is nothing but one paragraph definitions of subjects such as EMR, AMA, or IS-124.

This 36 page book is very introductory in nature! If you want to know about Exchange Message Record (EMR) or Automatic Message Accounting (AMA) formats, it wraps it up in giving 4 lines of introduction for each. Not at all useful for professionals. Beginners should be able to find much more information on the net itself.. free of cost!

This is a good, but not terribly polished, high-level overview of telecom billing processes. If you've spent any time at all with telecom billing systems you'll be familiar with 95% of the information in this document, if not more.

The material is appropriate for anyone who's getting involved with telecom billing for the first time or who has been working on the periphery of the billing systems and would like to know more.

Don't expect a lot of detail - there can't be a lot in a document that contains only 31 pages of content written using large type and a lot of white space.

For example, the entire section on Hardware and Software consists of the following paragraph:
"The hardware usually includes high performance computers that operate proprietary software. Due to the complexity of hardware and software billing systems, continuous training is required in order to ensure quality services to the customers and to provide revenue assurance."
