LITIGATIONS: More than 30 actual litigations of fraudsters who promoted scams and illegal investment offers.

WHERE TO REPORT FRAUD AND SCAMS: The names, addresses and contact phone numbers of agencies where to report suspicious and fraudulent offers

GLOSSARY OF TERMS: Terms used in legitimate and fraudulent investments.

ACRONYMS: Abbreviations and acronyms found in similar studies and relevant literature.

Volume Two:
*Contains four actual fraudulent investment offers, called Practicums.
*Each Practicum contains author's margin notes explaining why the information in each paragraph is fraudulent.
*Both books are cross-referenced throughout.
*After the four Practicums, there are 15 questions. After each question the author indicates where in volumes 1 and 2 the information supporting the question and the appropriate answers can be found.
*The last section of Volume 2 is devoted to describing four major scams that appeared "inside" banks in distinction to scams fraudsters commit "outside" banks.
*There is a "select bibliography" but comprehensive at the end of volume 1.

About the Author

David L. Boccagna is a Ph. D. He lived in Saudi Arabia for more than 14 years. Initially hired by ARAMCO (Arabian American Oil Company) and after became an associate and partner of HRH Prince Mohammed bin Mishari bin Abdulaziz Al Saud. With Prince Mohammed he was director of project development and lead negotiator for 2MS Corporation (Mohammed Mishari Al Saud Corporation)in contracts dealing in crude oil, commodities and finance and with 2MS Marine Services in contracts with Vosper Private Limited (Singapore) and the Saudi Ports Authority.

While in Saudi Arabia he served as personal advisor to members of the Royal Familes in Saudi Arabia and Bahrain and to dignitaries and industrialists.

While serving in the capacitites as negotiator and advisor Dr. Boccagna used and received many of the instruments discussed in these two books.

He currently resides in the United States, where he has founded INVESTMENT EVALUATIVE SERVICES CORPORATION, which evaluates and critiques investment offers for fraud, scams and deceptive terms and practices.

After observing an increasing rate of fraudulent activity with a significant number based on Ponzi Schemes and the manipulation of bank instruments, he felt compelled to use his experience and knowledge gained in the Middle East to create an informative guide for investors.

Had Dr. Boccagna's Inside the World of Investment Fraud, Scams and Deceptive Practices been available sooner, considerable time and money spent investigating bogus investment opportunites would have been saved. Fraudsters used well menaing brokers and intermediaries to provide themselves with a cloak of crediblility. In addition, fraudster restrictions on verifying arrangements with bankers and others made the normal process of verification impossible. Added to this was the difficulty encountered in verifying bogus proposed international banking arrangements and financial instruments. Dr. Boccagna's book has made it clear that being familiar with fraudsters' mechanisms and terminology is the way to pierce through their obfiscation. And, to the extent that exotic banking arrangements and financial instruments do not fall within the ususal parameters for evaluating investment opportunities, it is also clear that even apparently legitamate exotic investment proposals can benefit from consultation with a specialist. I have been fooled many times in the past by dishonest promoters.Having read these books I now know what to look for and I can challenge the veracity of an investment offer. I wish I had read these books in the 80's when I was foolish enough to invest in prime bank notes and debentures and 40 weeks HYIP programs.Thank you Dr. Boccagna for this new enlightenment.
