The author, well known in the diving community, provides a history of John Ericsson, the construction of the ship, its use during the Civil War and its sinking. Gary Gentile then lays out the frustrations encountered in his attempts to procure the necessary permits and eventual legal battles to dive the U.S.S. Monitor in the first National Marine Sanctuary. Well worth the read.
