School safety was part of the solution in the author's What Do American Schools Need? (Nova Kroshka, 1999), but here it is the focus of the entire book. A school administrator for 23 years, Garrett argues that effective education cannot take place unless students feel free of fear and intimidation. The severity of the problem is stressed in Chapter 1, with statistics and reports showing that school shootings and other acts of violence have increased in recent years. Chapter 2 then describes how to recognize potentially dangerous students so that teachers and parents can intervene. The rest of the book makes practical recommendations for implementing safeguards: schools should develop a strategic plan for dealing with all imaginable threats, institute an enforced code of student conduct with regard to physical and emotional bullying, introduce procedures for all school personnel to follow for responding to disruptive cases, and make provisions for counseling and social services. Highly recommended for academic and public libraries. Will Hepfer, SUNY at Buffalo Libs.
