Preston argues that we have arrived at a point in human history when, for the first time, relatively weak states and non-state actors can brandish weapons so potent that they effectively neutralize the capabilities of the great powers. His book is a penetrating analysis of the most worrisome challenge facing the United States and its allies in the twenty-first century: the spread of nuclear and biological weapons to hostile states, terrorist groups, or both. Preston argues—convincingly—that even after 9/11 this threat is underestimated. He then encourages an intensified focus on the two most potent arrows in the weaker actor’s quiver and makes valuable recommendations as to how policymakers can best address this challenge, which, if left unaddressed, could result in carnage so catastrophic that it would dwarf that caused by the 9/11 attacks. Preston's book represents a milestone in the development of the field of security studies. It presents a sober look at the ease of proliferation of nuclear, chemical and biological weapons. The book represents a real break away from his lackluster previous work: "The President and his Inner Circle". Preston has really found his voice in this new title. Kudos Tom!
