Tusa, who has coauthored works with her husband, John, a BBC journalist, takes the reader on a brilliant paper chase through the archives of the American State Department and the French and British foreign offices to tell the story of a Cold War flash point. This is not a general history of postwar Berlin but of the Berlin diplomatic chess game between NATO and the Soviet Union. The period after the Berlin crisis of 1961 is covered superficially in the final two chapters. This is nevertheless an excellent book; some of the anecdotes, such as what to do with 4000 East German guard dogs after the Wall came down, are worth the price alone. For those who wish to understand the Zeitgeist of the modern Berliner, this is a book to purchase. The subtitle here is somewhat misleading: This is not so much about Berlin as about the petty and insignificant wrangles and crises involving the four Allied occupying powers (the US, the USSR, France, and Great Britain) of the city that became ``the pivot of the Cold War,'' focusing on the period between the end of WW II and the building of the infamous wall that cleaved Berlin in August 1961. Tusa, a British historian who specializes in postwar Germany, is an exhaustive researcher but an often stolid narrator, given to minutiae. She does, however, do an excellent job in profiling the Russian, British, French, and American leaders drawn into the battle over Berlin in the 1950s and 1960s. For the most part, though, her work plods along, detailing diplomatic impasse after impasse, particularly after Khrushchev threatened in November 1958 to block the Western powers' air, rail, and highway access to Berlin. Fortunately, Tusa's work comes to life in the long section describing events before, during, and immediately after the wall's construction, and in her brief summary of events leading up to the wall's destruction in 1989. She reveals that the three Western powers were woefully unprepared for the crisis--they were focused on the city's accessibility rather than its possible physical division--and responded to it very uncertainly. President Kennedy ultimately sent Vice President Johnson and Lucius Clay to the city; his own celebrated visit came only two years later). Yet even a wall ultimately could not stanch the desire of the East Germany's citizens to escape their socioeconomic and political nightmare, particularly after the hopes raised by perestroika in the mid- 1980s. It's been six months since I read this book and passed it on to others familiar with Berlin and its fascinating history, before and after the Cold War. All agree: this is a particularly weak work, blandly written, and, worst, careless with facts. One need only cite one blatant error, an error anyone at all acquainted with Berlin would never make: The name of the wide avenue that leads to the Brandenburg Gate, one of Europe's great boulevards, is "Strasse des 17. Juni," or "17th of June Street." This date commemorates the East German uprising of 1953, easily one of the most significant dates in Berlin's history. Ms. Tusa refers to this street as "17 July Street," and goes on to explain that on "17 July there were strikes all over the country..." With this date, and with this book, she was off by more than a month. And lest readers make the mistake of thinking this is a history of Berlin from WWII to 1989, as the subtitle states, be warned that it is really a portrayal of Berlin from WWII through the building of the Wall in 1961. The following decades are dismissed in about 40 breezy pages.
