I wrote this book in 1996 and based most of the information on my dissertation research at New York University during the late 1980s. As a former special agent with the INS, I had the opportunity to interview over 50 coworker agents and provide an in-depth view of the perceptions of the interior enforcement strategies then in place with the INS. As far as I know, there is no other such research available on this important topic. In this second edition, I include more of my personal experiences as an agent. I attempted to reveal the perceptions of the INS agents, and sought objectivity although I shared most of their perceptions so such anecdotal material was left out of the first edition. With this in mind, I added numerous examples of my own personal experiences and looked at the impact of the 911 attack and the formation of the new INS, now ICE.
Certainly a great deal has transpired since I wrote the book. I combined a quantitative and qualitative analysis of current data and reinterviewed agents including the Special Agent in Charge of the Department of Homeland Security-ICE New York office. Using Atlas/ti software, the original data was revisited with some interesting changes in the overall study. The second edition is available via prepublication from University Press and should be available in bookstores, or onlin in December. Purchasers of the second edition will also have access to an SPSS data file on a sample of apprehended aliens in the New York District in 1976. I enjoyed updating this book and believe readers will get a better idea of what is going on in the world of immigration law enforcement. A great deal has changed and yet a great deal still remains the same.
