Prof. Simon has written the most thought-provoking book I have read in some time. His analysis of the defects of the international legal system as it relates to crimes of genocide is the most perceptive and insightful I have ever seen in print. The adoption of his suggestions for reform of this system could make a substantial difference in the way these crimes are prosecuted, and could significantly reduce their incidence, saving innumerable lives. I think this is required reading for all of us who take the atrocities now being perpetrated in Rwanda and other places around the world seriously, and want to do something positive to end them. Highly recommended!
