Yes, this toy is perfect for a 3-year-old. My 2 & 4 year olds love playing with it and many of the games for this device are designed for preschoolers.

Tp my knowledge, you download the free apps on the website. I was not able to because of my computer's low memory, which I'm getting upgraded.
