Due to the early failure of high altitude bombing attacks on Japanese ships, General Kennedy introduced low-level tactics that provided stunning results utilizing fighters and twin-engine bombers, such as B-25s with 14 forward firing guns. The U.S. Navy had always practiced getting in close and low-level attacks proved the value of this training.
