When Nancy,Ned,and Bess are invited to Annapolis by Andy Devereux, crime strikes again.Andy and his partner in a boat-designing company,Nick Lazlo,have been working on a new boat design and plan to race it.Then Andy's hopes are blown off course when Nick vanishes at sea and appears to have been murdered! There's one problem,there's bullet holes,bloodstains,but no body! Nancy heads out into stormy waters to find the truth and clear her friend before it's to late.
