LUIS R. VILLAFUERTE Luis R. Villafuerte is a certified plant enthusiast. For the past 15 years, he has been extensively involved in cultivating and propagating flowering plants, fruit trees and medicinal herbs. He is actively engaged in organic and eco farming. He has been promoting Moringa farming in his home province of Camarines Sur, Philippines where he has served as
Governor from 1986 to 1992 and 1995 to 2004. He is the incumbent
Congressman of District II in Camarines Sur, Philippines.
He is the principal author of a legislative bill in the Congress of the Philippines proposing to establish the Moringa Research and Development Authority He is a graduate of Associate of Arts and Bachelor of Laws from the University of the Philippines, he is a recipient of special academic conferments: Doctor of Humanities, Honoris Causa from the University of Mindanao and Doctor of Laws , Honoris Causa from the University of Northeastern Philippines.
He was elected as an Assemblyman in the Philippine National Assembly in 1978 and was re-elected in 1984. He served as Minister of Trade of the Philippines in 1986 and was appointed as Chairman of the Presidential Commission on Government Reorganization by President Corazon C. Aquino.
He was the first President of the League of Provinces of the Philippines and National Chairman of the League for two successive terms, from 1998 to 2004. He has been chosen one of the Outstanding Governors of the Philippines and one of the most Outstanding Congressmen in the Philippines.
