Polly Hincks tells the story behind New Horizons, which provides a home for people who, despite their daunting physical disabilities, want to live with as much freedom and independence as they possibly can. It is a story in which everyone emerges better off than they were before. The residents of New Horizons have homes instead of hospital rooms. And the taxpayers of Connecticut save a bundle. New Horizons is, in short, a sensible solution that brings both compassion and economy to bear on a thorny public policy problem. Just because New Horizons makes sense, though, does not mean that getting there was easy. Far from it. The path was long and arduous, and Polly chronicles the human struggles that went into the making of New Horizons with both affection and humor.
