THE AUTHOR IS TRYING TO PUT ACROSS HIS VIEWS RATHER THAN THE GENERAL PUBLIC VIEWS, I SUPPOSE NO COUNTRY WILL FOLLOW A TRANSPARENT NUCLEAR POLICY, WHICH THE AUTHOR SEEMS TO ADVOCATE.
