A scholarly work into the life of Illinois' 3rd criminally convicted governor in our lifetime, it lacks the emotional impact needed to fully understand how George Ryan's nurturing of the culture of corruption eventually landed him in federal prison. "The Man Who Emptied Death Row," is mostly factual, but there are a few details inaccurately reported mainly because Merriner relied on media sources for those details. A better read to get a handle on the pathology of Ryan's politics is "One Hundred Percent Guilty, How and Insider Links the Death of Six Children to the Politics of Illinois Convicted Governor George Ryan" also available on amazon.
