About the Author

Charlotte A. Garner, CSP is Director of Industrial Safety for Webb, Murray & Associates, Inc. in Houston, Texas, where she developed the company's safety program, before serving as Webb Murray's lead support person in managing NASA's Johnson Space Center initiative to become a participant in OSHA's Voluntary Protection Program. OSHA developed the Voluntary Protection Program to recognize employers who have excellent safety and health programs in the United States.

Patricia O. Horn developed the initial Voluntary Protection Program (VPP) Star requirements, site review and evaluation procedures for the Occupational Safety and Health Administration (OSHA) VPP, while a senior program analyst and general industry coordinator. She is now a private consultant specializing providing comprehensive assessment and evaluation of occupational safety and health programs to a variety of companies.
