ROSEMARY O'LEARY is a noted consultant and professor of public administration at the Maxwell School of Citizenship and Public Affairs at Syracuse University. ROBERT F. DURANT is professor of public administration and public policy in the Department of Political Science and the George Bush School of Government and Public Service at Texas A&M University. DANIEL J. FIORINO has written extensively on various environmental issues and strategies. He has over twenty years of experience in national environmental policy making. PAUL S. WEILAND, who is a J.D. candidate at Harvard Law School, has a Ph.D. in public policy from Indiana University.
