Captain Tilford has written a much needed book/studyguide,

I used this book as a text in studying for my Coast Guard License. It is easy to understand and learn from. Like Captain Tilford I am retired from the Coast Guard and spent most of my career on Coast Guard Cutters both as an Officer in Charge and Deck Watch Officer. I wish this book had been available to me then. Additionally it satisfies the requirement for a copy of the Rules to be on board every vessel 12 meters or longer as stated in Annex V. Captain Gary K.
