The upsurge of Jewish immigration to the US that began in 1880 was followed by the appearance of serious anti-semitism within many social institutions. Perhaps, the most damaging effect was the passing of laws restricting immigration from eastern Europe. Psychological damage to the Jewish population must also have been considerable but it has never been assessed. Carey McWilliams was writing in middle of this shameful episode. He sought to expose the problem and suggest remedies. Everything he says is relevant to other cases of inter-ethnic problems. His analysis of how to deal with the problem was especially clear-sighted. As he puts it, if you see someone beating a horse, the first thing to do is take away the whip.
