In this, the Third Edition of Vernon Briggs' book, he offers a comprehensive study of the history of U.S. immigration. This is not the first time our laws have trailed behind facts supporting national action. You will find the book helpful in assessing the historic backdrop of immigration, and, as Briggs observes, The National Interest.
