Thousands of channels carefully track the ratings minute by minute. One of the top channels, Network 23, employs ace investigative reporter Edison Carter. Carter's on the trail of a hot story involving Network 23's blipverts, super condensed advertisements, that have an explosive effect on particularly slothful viewers. After an accident, network research head Bryce Lynch taps into Edison's memories to create Max Headroom. However, Max has a mind of his own and darts in and out of the system, dropping his sarcastic commentary along the way. In the series' 14 episodes, Carter, with help from his friends and colleagues, and of course Max, fights against corruption and crime, in the name of justice...and ratings.
