Francis A. Beer is a professor of political science at the University of Colorado. He earned a Ph.D. from the University of California, Berkeley, and has published six books and monographs, including Peace against War: The Ecology of International Violence and Post-Realism: The Rhetorical Turn in International Relations, co-edited with Robert Hariman.

Meanings of War and Peace deals with language and how one interprets, perceives, and receives a specific message. Beer does a good job of making his point of how language can be used to manipulate an audience to favor or not favor a specific point of view. Certain chapters were written by Beer and several colleagues; this helps the reader to understand his points and also to see the same points from two authors.
I would recommend this book to others because it will give the reader a different outlook on war and peace. Unfortunately, Beer's book is a bit confusing. This book is very hard to follow. Also, there are sections that seem to contradict each other. I wouldn't recommend that a first time reader use this book. Its contents are suited more for a graduate student. I also feel that it is important to receive more than one point of view on a specific subject. Beer's book offers a different explanation on war and peace. I would suggest anyone who wants to read this book to be familiar with the Cold War, Gulf War debate of 1990, and the Somalian intervention. It might also be beneficial to read some of Beer's earlier publications.
