BRUCE CAMPBELL is the executive director of the Canadian Centre for Policy Alternatives, and the author and editor of several books on Canadian public policy issues. GREG MARCHILDON is a former director of the Romanow Commission, and former senior civil servant in Saskatchewan. He is now at the Graduate School of Public Policy, University of Regina.
