A small town elevator operator Spencer Brown (Fay) is thrust into the mayoral race, due to his reputation as the resident philosopher of the town. Harry Bayliss (Meeker) helps his friend during the campaign with a hidden recording device he invented, and Norma Baker (Hall) plays the small town girl-next-door that Spencer is in love with. Lots of comedic hijinks and one-liners from popular Broadway comedidan Frank Fay makes this an enjoyable feature.

ALPHA VIDEO offers bargain priced, often hard-to-find vintage movies that are ideal for those willing to skip DVD extras. Their transfers show no evidence of restoration, so quality varies from one title to the next, with "fair to good" being the average. (This review is also linked to an edited REEL ENTERPRISES version.)

Frank Fay was a pioneer in stand-up comedy. Both Jack Benny and Jackie Gleason borrowed aspects of Fay's persona for their own acts, especially Gleason. When not doing pratfalls in his vaudeville routines, the egocentric Fay had elegant mannerisms that he emphasized with top hat and tails or a full tux.

Frankie was the first to transition from touring stage to nightclubs. In early films he often sang or emceed. Fay married Barbara Stanwyck when she was an unknown and promoted her to stardom. Their marriage fell apart due to his alcoholism and her success. It's rumored that A STAR IS BORN (1937) is based on their lives.

On the outs in Hollywood and with vaudeville nearly extinct, Fay endured a lengthy period without work, but finally landed the role of Elwood Dowd in the original Broadway production of HARVEY. Near the end of his life, Frank was institutionalized and declared non compos mentis, probably a result of years of alcohol abuse. Frank Fay died in 1961, two months shy of his 70th birthday.

In MEET THE MAYOR (aka "A Fool's Advice") (1932), Frank is elevator operator in the only hotel in tiny Callapautaunie.

This isn't a bad movie, but it isn't memorable, either. The main character doesn't quite win your heart, because he is, at times, a bit of a jerk. The story line is a bit weak. It will help you kill 80 minutes or so, but that's about it.
