The suction cups held the base in place on our kitchen counter, and the manual spinner worked very well. You could get the paper spinning pretty good to make some interesting designs. The paint bottles were very easy to squeeze, making it easy for even the little one to participate. You had to be careful not to squeeze too hard though, as the paint flows pretty easily.
As far as the potential mess is concerned, the base does a really good job of containing it. When the spinner throws paint, it is tossed out onto the walls of the base itself. When complete you'll have to wipe it out, but it's definitely self contained. It worked much better than I expect it to...
My only reason for subtracting a star is the provided paper. The squares they provide seem a little small for the base itself. Sometimes you have to get it in 'just right' to ensure the paper is secured on all 4 sides. The paper also tends to curl up once paint is applied, so you might have to make some minor adjustments between spins.
All in all it's a great product and everyone is having fun playing with it.
