In this very thorough and valuable study of Russian military and political history, Kagan, a professor of military history at the U.S. Military Academy, does an outstanding job of analyzing the reign of Nicholas I and his reorganization of the military in the 1830s. Nicholas developed the Russian economy, reformed the civil service, and codified military law, thereby transforming both Russia and its military. Using many new English and Russian sources, Kagan effectively explains both the internal and external forces at work during the first half of the 19th century. This study is not for the casual reader, but scholars and serious students of military and Russian history will appreciate Kagan's conclusions, which contribute to the overall understanding of European history. Despite the efforts of Nicholas I, Russia remained an autocratic and feudal empire that faced tragedy and defeat in the Crimean War.
