It seems most 1.66 & 1.85 films are being cropped to 1.78 for BluRay releases. 1.85 -> 1.78 removes some of the edges of the image, but 1.66 -> 1.78 removes more image from the top and bottom. I doubt that vertical scanning is used her to minimize the effect on the original image.

The Double Life of Veronique is presented in its original aspect ratio of 1.66:1, filling the entire vertical frame of a 16x9 television with slight pillarboxing on the sides.
