If your a fan like me of the Mutants & Mastermidns gaming stuff, then you will LOVE this book. It really puts into perspective "arrays", and adds a few more flaws and extras. And breaks down into more detail how to make your own powers. There are expanded explanations on the progression charts, and how to better use concentration with power use. A few powers have been altered in costs, and each power has suggestions for AP's and Extras to make the most of each power.

Hands down Mutants and Masterminds is the best of its class. A superhero game with no equal. This book, to me at least, is required for play. It expands on powers and actually lets you in on more of the rules. The original book was great but kind of left you in the dark about container powers probably because their just wasn't room. This book focuses on powers and all sorts of great stuff that will really make your game better. Many of the powers are edgy and even dark. They cover all sorts of examples and if you want to play M&M get this book, it is the first must for the game once you have the main rule book.

This book is a must have if you play M&M! It helps to clear up any questions you may have had about powers AND it adds a whole bunch more powers to play with.

In 1986 the Marvel Superheroes supplement THE ULTIMATE POWERS BOOK came out. The first of its kind, it was a comprehensive catalogue of nearly every available or conceivable comic book-style superpower as well as Secret Origins and Weaknesses. The UPB attained cult status and was commanding prices as high as $200 within a decade of its sole print run.
With the advent of the Internet, the online edition of the UPB (with author's corrections) became one of the most downloaded RPG books ever.

More significantly the UPB developed fans among game designers as well. The format the UPB originated become a mandatory accessory of every serious superhero game line since then-- THE DIRECTIVE ON SUPERPOWERS for DC UNIVERSE, THE U.N.T.I.L. SUPERPOWERS DATABASE for CHAMPIONS, and now this book.

The previous books however took some effort to maintain their own identity. This one does not. Not only does it directly steal the name of the ULTIMATE POWERS BOOK, it swipes the format of THE DIRECTIVE ON SUPERPOWERS. While the author furiously claims to be unaware of the preceeding books, even banning from his website folks who dispute this, in his foreward he thanks by name the editor of THE DIRECTIVE ON SUPERPOWERS.

I don't mind ripoffs, which this book is. What I mind is wholesale intellectual theft without any form of credit where credit is very definitely due.
