HD quality very disappointing,

I was very disappointed at the picture quality of the supposedly HD streaming of the Law and Order season preview 2009-10. I used my HP HDX16-1200, on which I am now watching beautiful 720p HD but this transmission (of L&O) was strictly standard resolution. What gives?
