I'm looking over which choice to choose from and noticed the 4GB Kinect Bundle has "NEWEST VERSION" highlighted. What does that mean?

Simply that the Kinect-free versions were available before the ones with Kinect.

Means it has the latest motherboard (they have had several models each newer one using less power and running cooler). Plus its an xbox slim(slimmer model). Most likely has a new port(for power) to plug the kinect in while older xbox models need to have a separate power plug for the kinect.
Almost forgot, it has built in wifi while older models like mine do not. So there really are some substantial changes.
