Nigerien, Nigerienne After independence, the new regime was dominated by educated Zarma, who were concerned with the demographic and economic imbalance between their group and the more numerous and commercially minded Haussa. In the first fifteen years after independence, the policies of the new regime intensified ethnic consciousness. Although the military government that took power in 1974 attempted to suppress that consciousness, ethnic identity has continued to mold political and economic demands.
