Not the best Dickson novel,

A Dickson-brand, but not one of his best.Cully When lands in a prison on charges soon to be learned--a plot with aliens to overturn Earth's council. Cully decides to prove them right, only he plots with the freed earth colonies. Not really insightful, aliens not quite convincing (compared to Cherryh, as the master of credible alien cultures, Dickson is a baby), the story ends suddenly and the style is ... not bad , but not good either. Maybe a fanatic of Dickson's would like it better. I did not.
