The first considers cultural and religious freedoms that have resulted in major legal confrontations between Native American societies and the federal government. He is the author of Retained by The People: A History of American Indians and the Bill of Rights (1994) and The Kiowa (1989) and the editor of Law and the Great Plains: Essays on the Legal History of the Heartland (1996).
