Bishop ( No Enemy but Time ) is series editor for this annual high-quality collection of short fiction, prose, humor writing and poetry whose high point this year is Connie Willis's winning novella "The Last of the Winnebagos," a chillingly emotional story about the dangers of giving too much power to anybody--even the Humane Society. The richly eclectic volume also includes Jane Yolen's "The Devil's Arithmetic" in which a young woman is transported back to the Poland of 1942, where she experiences the Holocaust. George Alec Effinger's novelette "Schrodinger's Kitten" tells of a young Arab girl observing her possible futures, and selecting one.
