Lucinda Low Swartz, Battelle, is an attorney with over 19 years of experience in environmental law and regulation, including over five years as CEQ's Deputy General Counsel. Ms. Swartz has written and spoken extensively on NEPA compliance issues.

Dr. Danny C. Reinke, Horne Engineering Services, Inc., is an environmental scientist with over 20 years' experience in preparing NEPA documents and assisting federal agencies with all aspects of NEPA compliance. Dr. Reinke has written and spoken extensively on NEPA compliance issues.
