About the Author

Daniel Bennett, recently named to the "Federal 100" by Federal Computer Week, is an Internet communications developer, writer and technology policy expert who has consulted for the U.S. House of Representatives, Library of Congress, media organizations, nonprofits, and corporations. Bennett drafted the Government Paperwork Elimination Act of 1998, the first federal legislation giving legal status to electronically signed documents. He has earned critical acclaim as a columnist for the National Journal's Cloakroom Web site.

Pam Fielding is a policy writer and cyberlobbyist who has spent more than 10 years working in the association arena. She designed and launched the National Education Association's national cyberadvocacy program, and led the roll out of Web-based legislative contact capabilities to 34 state affiliates. Her cybercampaigns have been covered by Campaigns & Elections magazine, The Washington Times, and numerous other publications. Fielding has conducted presentations on Internet advocacy for several organizations, including the American Society of Association Executives and the Public Affairs Council.
