The fight over NAFTA brought environmentalists into the trade debate and reinvigorated labor's commitment to trade activism. The resulting conflict has fractured the long-standing, bipartisan, pro-trade coalition in Congress and undercut US leadership in liberalizing global trade. "Fast track" legislation authorizing the president to enter new negotiations has been stymied for five years, importantly because of disagreements over whether and how to address trade's impact on labor and environmental standards.

This new study, whose coauthor I. M. Destler has written the definitive analysis of American Trade Politics, reexamines the trade-political landscape. It shows how trade advocates and labor and environmental skeptics differ significantly in both their substantive views and their political and organizational cultures. The authors demonstrate how this new challenge differs from that of traditional trade protectionism, likening it instead to the debate a century ago over whether and how to regulate American capitalism for social purposes. About the Author

I. M. Destler, Visiting Fellow, is Professor at the School of Public Affairs and Director of the Center for International and Security Studies at the University of Maryland. He was formerly Senior Fellow at the Institute for International Economics, Senior Associate at the Carnegie Endowment for International Peace (1977-83) and the Brookings Institution (1972-77); and Visiting Lecturer at Princeton University (1971-72) and at the International University of Japan (1986). He is the author or coauthor of ten books on American foreign policymaking and US-Japan economic relations including Renewing Fast-Track Legislation (1997), The National Economic Council: A Work in Progress (1996), American Trade Politics (3d edition, 1995), Dollar Politics: Exchange Rate Policymaking in the United States (1989), Beyond the Beltway: Engaging the Public in U.S. Foreign Policy (1994), Our Own Worst Enemy: The Unmaking of American Foreign Policy (1984), and Coping with US-Japanese Economic Conflicts (1982).
