Best Novel about the Space Race,

Probably the best novel ever written about the Apollo Program and the Space Race with the Soviet Union. Written in the 1960s shortly before the Apollo landings. The ownership of the moon evolves into open conflict between the USA and USSR in both Earth orbit and on the moon.
