Zuroff is coordinator of Nazi war crimes research for the Simon Wiesenthal Center in Los Angeles. This disturbing report describes his transition from Holocaust scholar to Nazi-hunter and the disappointment of his optimism: he had envisioned a steady stream of convictions. With the exception of the U.S., where suspected war criminals are tried for immigration and naturalization violations, there has been little action by governments of countries where many Nazi criminals are believed to be living. In England, the author relates, a war crimes bill was rejected by the House of Lords. In Canada, war crimes legislation was passed but has yet to yield significant results. In Australia, electoral considerations led the attorney-general to outlaw Nazi-hunting activities, in effect giving amnesty to dozens of Hitler's henchmen. The report incidentally brings into focus the major collaboration of the Latvians and Estonians in implementing the Final Solution.

The murderers are still among us, but Zuroff, coordinator of Nazi war crimes research for the Simon Wiesenthal Center, and others like him continue to hunt them; retelling the story of this quest ought to be more exciting. Fifty years after the Holocaust, hundreds, perhaps thousands of the men who committed mass murder are now living peacefully in the United States, England, Canada, and other democracies, writes Zuroff, ``and almost nothing was done to bring them to justice'' until about 15 years ago, when pressure by journalists and former congresswoman Elizabeth Holtzman led to the creation of the Justice Department's Office of Special Investigations (OSI). Zuroff traces his own path from grad student at Hebrew University to staff member at the Wiesenthal Center to Israeli point man for OSI, then back to the Center. He walks readers through the mechanics of three investigations in order to give some of the flavor of the Nazi war crimes researcher's tedious day-to-day work. This is not the cloak- and-dagger stuff of The Odessa File, but grinding paper-shuffling reminiscent of investigative reporting or academic research. By one estimate, some 10,000 war criminals were admitted to the US alone, mostly East Europeans who collaborated with the Nazis at the local level but whose role in the Holocaust is incontrovertible and underreported. Zuroff insistently hammers at the facts of local participation in mass murder and takes readers through cases in several countries in excruciating detail. Regrettably, the book reads like a series of essays, with a great deal of repetition and too much time spent on the minutiae of political wrangling in courts and with unresponsive governments. As a result, Occupation: Nazi-Hunter is sadly ineffective in presenting its brief for the continued prosecution of these war criminals. This important study constitutes a pathbreaking contribution to the field of Holocaust studies. It achieves this in several ways. To begin with, Zuroff calls attention to the massive participation of local populations in the Nazi extermination effort. Slowly and methodically, through carefully selected and judiciously documented case studies, the author lays bare the complicity of Latvian, Lithuanian, Ukranian, Croatian and other nationals in acts of genocide, and decries the fact that these same individuals by and large not only evaded trial and punishment, but were often honored as war veterans and even heroes after the war. In addition, through his research, Zuroff raises the question of the role of traditional Christian ( as opposed to racial ) antisemitism as a motivating factor in that effort. In both regards, Zuroff's book provides an important balance to the writings of Daniel Goldhagen and others, who perhaps over-emphasize the role of Germans and of modern racism in the effective carrying out of the Nazi war against the Jews. Finally, Zuroff has a powerful, personal story to tell as he describes his career as `Nazi-Hunter,' in the context of all too belated efforts to bring the murderers to justice. All in all an important, gripping work.
