Buy This But Also the Infinitely Better Official MLB Publication called "Make the Right Call," available on Amazon

This is probably the most poorly organized and written publications; on top of which, it is extremely short and sketchy, giving very few interpretations of how the rules are to be applied in the innumerable different ways issues can come up in games.
Nevertheless, it is what it is, and as it is the most current official MLB rule book, I recommend that you buy it.
But if you want an plain-language explanation of the rules and how they apply in virtually every conceivably circumstance--one that is extremely well-organized and written, and is also an official MLB publication--I recommend very strongly that you also purchase the "Major League Baseball's Official Rules and Interpretations plus League Umpire's Guide and Instructions," nicknamed, for obvious reasons, "Make the Right Call." It is available on Amazon.
For some unfathomable reason, MLB only published this classic sporadically--as far as I can tell, most recently in 2001. But that edition is almost impossible to obtain. Amazon sells the 1994 version, the next most recent.
Aside from the new rules about video review of certain umpire calls and the earlier rules about performance-enhancing drugs, the essential rules of the game have not changed since 1994. So this 1994 official MLB publication, "Make the Right Call," is an invaluable gem that will teach you more about every detailed aspect of the game than you could ever find elsewhere. Buy it, it's cheap, you can buy it used, you won't regret it, it will be one of the best purchases you have ever made.
