About the Author

Stephen Hess is a senior fellow in the Governmental Studies program at the Brookings Institution. He held White House positions in the Nixon and Eisenhower administrations and served as U.S. representative to the UN General Assembly and the UNESCO General Conference under President Ford.

James P. Pfiffner is professor of government and public policy at George Mason University. His books include The Strategic Presidency: Hitting the Ground Running, 2nd Ed. (University Press of Kansas, 1996).

This a classic book on American government. It is really strange that nobody has reviewed it on Amazon since it came out in 2002. As Harry Truman once observed government in America is more than simply giving orders. A good President must work with Congress. He or she must also make sure that Presidential orders are in fact carried out correctly by giant government agencies.
