In late 1996, Congress passes a bill which helped to include mental health services with other health services. This bill legislatively formalized the tendency that was already sweeping the nation. Sure the book is new, BUT I need to turn the book over to the back cover to start to read it! This is just poor poor quality control. Can I use it sure, But I could have bought for $2 cheaper somewhere else - and likely received one in excellent condition. I should have gotten a discount on this. Shame on Amazon for passing "seconds" merchandise off as first quality.
