If you are going to own one payroll book, this is it. The book is very strong on federal law and general payroll practices. Someone who knows nothing about payroll can be come very well informed by reading this book. Information is clearly written with a minimum of IRS jargon. The book's major weakness is state and local law. Some of this is covered, but the book would be many of thousands of pages longer to adequately cover all state and local law.

This book has been my life blood as a payroll professional. It explains complicated regulations which are often incomprehensible when viewed as code and states them in a concise and useful manner.Michael O'Toole's book has saved my day on many days!!!

I highly recommend this book to all Payroll Professionals. It is easy to read and understand when complex research is required. The information is very complete along with footnotes of IRS code. I buy a new one each year.
