Bad Batch of Seeds?,

We were really looking forward to these peppers. They are native to an area of Spain where my father-in-law grew up. Unfortunately we never had a single seed germinate. We placed them in seed starting soil, kept them moist and heated, and after several weeks nothing. Maybe it just happened to be a bad batch, I don't know.
