The Phil and Ted's Classic Stroller with Double Kit is the same buggy as the Single Stroller and as you can tell though, there is the option of inserting a second seat at the bottom of the single stroller.
I chose this option when I had my second child and boy did we depend on it as a single stroller. Not much is different about the Double Buggy
so I'll post the review to the single stroller here again, but first let me say a couple pros and cons as far as the double kit goes.

2 Position Adjustable Handle
My husband really appreciated the 2 position handle as it changes for someone who is pushing the stroller that is taller. It did feel more ergonomic when adjusted, and I would also adjust it when taking an exercise class with the stroller where I had to hold my arms more upright, with my elbows extended out like a butterfly.
Steel Frame
I didn't really notice the steel frame too much. I think I only noticed it in the foot brake since it seemed different to me than the cheapy red plastic food brakes I'd seen on other strollers, and since we knocked around our double buggya lot, I think the steel frame is a good thing :)
Double Rear Foot Brake
Again, I didn't really notice the foot brake other than it was made of steel, but it worked well so I didn't have a problem with it. Like I said, it was easier to use than those cheapo red plastic brakes on most strollers.
Seat reclining in 3 positions
I DEFINITELY depended on this feature because there were many times I took the baby out while he was napping, or just starting to fall asleep and instead of having to look for an extra crib or something if we were at a friend's house, I'd just use my buggy. This was perfect because he was a stomach sleeper and needed to sleep flat rather than in a squashed car seat position. I make high maintenance children :)
Reclining seat on the doubles kit
This is a new feature on the stroller that I think is just awesome! That means, you can put the second child that sits on the bottom down for a nap too in the stroller, not on her belly but more reclined than before. And that's great because as that child on the bottom grows, you'll need to give her some extra foot room anyhow so the recline feature sounds great.
Like I mentioned in my other review of the Classic buggy there have been a LOT of enhancements since I used the stroller 7 years ago, and all of them look for the better to me.
The only other downside I would say which is not a fault of Phil and Ted's at all but goes back to my high maintenance children, is that the child sitting on top would sometimes lean down to bother the child at the bottom. And vice versa. Like I said, definitely more of my own parenting skills needed here than a manufacturing issue.
When I had the two kids close in age though, I wouldn't have traded my double buggy for anything!!
