This book reprints the paper titled: "Common Action for the Control of Conflict: An Approach to the Problem of International Tension and Arms Control" authored by Vincent P. Rock and published by the United States Arms Control and Disarmament Agency Institute for Defense Analyses International Studies Division., also known as The Phoenix Paper 2. It takes issue with "the fundamental assumption... that, given enough time, cooperative association with Communists will change both of us, so that we shall more-or-less converge rather than have a collision in a world war." From the book's Introduction: "From Benedict Arnold until now traitor have operated in our midst. Thew author does not profess to know the number or the identity of the traitors today. Some traitors have been identified and some security risks have been discharged from government. That the rest of them be detected and dealt with is a goal devoutly to be wished"
